GLENDALE, Ohio -- Rowland Smith said he was on the phone with his girlfriend when he saw a red car smash through one of the posts in the ground.
He said he walked up to the window and noticed the driver, a woman, was mumbling her words.
"The way she was talking, I just didn't think there was something right," Smith said.
He was just a few steps away from Glendale Police Department headquarters, so he went to get help. In the short time he was gone, the woman stopped breathing, he said.
According to a Glendale Police Department incident report, police officers and medics had to use two full doses of Narcan and CPR to revive the woman. Another witness, Brian Gibson, captured it all on camera.
