CINCINNATI – A new condo development is coming to an old East Side neighborhood. Progress? Or unwelcome change?

California residents see it both ways.

"I think the city is coming this way," says Rod Huber.

The sign proclaiming the development, called Sanctuary at River Green, says it will include 44 new single family homes, each with a riverfront view.

Huber says that’s exciting, but he knows some residents oppose it.

"This is a special community down here. These are real people. They love their boats, their campers, their riverfront. They're particular about their properties. I have a lot of respect for that," Huber said.

The owner of the condo complex, Gary Osterfeld of Osterfeld Construction, refused to talk on camera. Instead, the company deferred to improvements they've made in the community, including new fire hydrants,  new sidewalks, a paved road – all at the developer's expense.
