Construction debris and the partially-overturned dumpster hit Humphrey's Lincoln Towncar. He was taken to University of Cincinnati Medical Center by helicopter.
Both Humphrey and the semitrailer's driver, 46-year-old Danny Wilson, were wearing seat belts. Lt. W. V. Price of the Ohio State Highway Patrol said alcohol is not suspected as a factor in the collision.
Humphrey's condition was not released Thursday night. He's been a Clermont County commissioner since 2008 and currently is board president.
