The heroin epidemic has given rise to an outbreak of hepatitis C and, potentially, HIV. There's a safe and relatively inexpensive way to prevent the spread of those diseases, by setting up medically monitored needle exchanges. The WCPO editorial board has endorsed them, and studies have shown that they work.
Distributing free, clean needles to addicts can stop the exchange of dirty needles, which is how hepatitis and HIV can spread.
