Teams can start signing free agents at 4 p.m. ET.
Jones, 25, was the most coveted wide receiver in free agency, and the Lions quickly wrapped him up after their best receiver, Calvin Johnson, announced his retirement Tuesday.
Jones had 65 receptions in 2015 for 812 yards (12.6 yards per catch) and four touchdowns. He was drafted by the Bengals in the fifth round in 2012 and caught 10 TD passes in 2013, including four in one game against the Jets. He injured his ankle and foot in 2014 and was out for the entire season.
Iloka, 25, stepped into the starting safety job in 2013 after the Bengals drafted him in the fifth round in 2012. He had 35 tackles with 12 assists and one interception last year.
