CINCINNATI – A 20-year-old Norwood man is accused of rape after kidnapping two people, including a minor, police said.

Federal authorities caught Cody Lee Jackson, 20, last week in Utah where they said he was on the run. They charged him with coercion and enticement of a minor to engage in illegal sexual activity and production of child pornography.

Investigators said Jackson held his two victims against their will in Blue Ash after meeting at least one of them on Facebook. Authorities said Jackson arranged a taxi to deliver the juvenile victim to his home where he raped her multiple times.

Jackson became more controlling over time, court documents state. Investigators said he would not let his victims leave his home and created several "rules" with punishments that included physical abuse.

Jackson pleaded guilty on July 31 to state charges of interference with custody, abduction and kidnapping, but then fled to other states including South Carolina and Texas, authorities said.

While on the run, Jackson threatened to kill the juvenile victim’s family if she did not send him sexually explicit photographs via Facebook, investigators said.

Coercion and enticement of a minor to engage in illegal sexual activity carries a minimum of 10 years and a maximum sentence of life in prison. Production of child pornography is a crime punishable by 15 to 30 years in prison.

The Norwood Police Department and the Hamilton County Prosecutor’s Office have also charged Jackson with rape, kidnapping, unlawful sexual conduct with a minor and interference with custody.
